Basically an SR22 form must be filed by insurer to show proof to the state that you have the required liability limits in place. Typically it is required for drivers you got convicted of driving without insurance and in some states, it is part of reinstatement procedure if your drivers license has been suspended due to serious offense such as DUI/DWI.

If you are required to get a SR-22 certificate of financial responsibility and you do not own an automobile, then you may be able to get a Non-Owners SR-22. Generally a non-owners SR-22 permits the the insured to operate any car that they are given permission to use by the car owner, unless a household member is the car owner.

So basically the difference between the SR-22 Non-Owners insurance and the regular SR22 insurance coverage is that with a SR-22 Non-Owners insurance policy you do not own a car to directly place insurance on. While with a SR-22 insurance policy you own a car in which the insurance is put on.
